2 liters is about half a gallon. I had a 2 gallon bowl for my Betta and I cleaned it about once a week. Since your bowl is smaller, you may have to clean it more, depending on how dirty your fish is! But once a week should be sufficient.
Witha betta, you should change no LESS than 1 time per week, or SOONER if the water has a foul smell or is cloudy.
In general, Bettas can tolerate worse water than most fsh a they can supplement their oxygen by breathing some air. Normally in a small volume of water when the fish excretes waste, the water becomes toxic. Thsi canhappen overnight in such a small tank. For a Betta, they can still get air from above, but as this toxic buildup gets worse, it will begin to irritate the fins and slime coat of the fish leading to disease.
Be sure to dechlorinate the water first and use room temperature water.
Feed the Betta 1 piece of food per day. They do not need more. They will always take more. It is bad for them, as it is processed as extra proteins and waste making the water bad. 1 small pellet per day. Period. even that is 10X the nutrition they require when living in such a small space.

I have a betta in a 2liter vase bowl, I have to change his water about every 3 weeks. It is also better to use bottled water for the tank.
