Personally I am not well-versed in the betta mating ritual but seeing my Betta getting freaky in lingerie would be an interesting site
I never had two Bettas at the same time, just a male so I always noticed when he was making his little bubble nest (bunch of bubbles he made on one side of the top of the tank water), and was told he was ready to be mated. I told the pet store guy no way

if the female and male bowls are close enough together the male will start to build a bubble nest. the female should be full of eggs. she also will start acting wierd like hitting the side of the bowl she’s in. when you put them together you need to watch because the male can still kill her if she isn’t ready. you might have to take her in and out of the bowl a couple of times before the will mate. when she is ready they will mate. you should get a book about them before though because there is a lot of work involved with breeding bettas.
if you really want a pair of breeding fish you should really get guppies they breed like mice.

Let them see each other, but keep them apart in case they’re not ready. If the male blows a bubble nest he’s interested. If the female is really fat and shows vertical stripes on her body and tries to get to the male then she’s probably ready.
If you put them together watch quietly for a while in case they attack each other.
